Purpose

Instruction to Class (IC) 1-2014 rev.1 adopts alternative provisions for the testing of watertightness and structural strength of boundaries which form parts of the watertight subdivision of ships. The provisions adopted in IC 1-2014 rev.1 are at least as effective as the requirements in SOLAS Reg. II-1/11.2 and 11.3.

Application

IC 1-2014 rev.1 applies to ships registered in a Norwegian ship register and which are delegated to Recognised Organisations (RO).

Background

  • The NMA has carefully reviewed provisions and procedures aimed at ensuring the watertightness of tanks and watertight boundaries and the structural adequacy of tanks which comprise the watertight subdivisions of ships.
  • As a result of the review, the NMA concludes that the provisions required by SOLAS Reg. II-1/11.2 and 11.3 do not necessarily reflect well established, proven and best industry practices which can be applied for the testing of the tightness and the structural strength of boundaries that shall be watertight.
  • As a result of investigations of findings on ships delivered from yards since 2005, further taking into account that no damages or deficiencies are reported related to insufficient structural capacity of tank boundaries for these ships, the NMA concludes that alternative provisions may be used in lieu of the testing requirements in SOLAS Reg. II-1/11.2 and 11.3.
  • According to SOLAS Regulation I/5(a) any other provision may be allowed made to a ship other than those required by the present regulations, provided the NMA is satisfied by trial thereof or otherwise that such provisions are at least as effective as those required by the present regulations.

Item

The NMA permits that ROs apply the provisions and testing procedures set out in IACS UR S14 Part B, in order to comply with the testing requirements in SOLAS Reg. II-1/11.2 and 11.3 provided that: .

  1. A yard, that builds ships for which the provision in IACS UR S14 Part B may be applied as equivalent provisions compared to the testing standards in SOLAS Reg. II-1/11.2 and 11.3, shall have a certified quality management system which complies with a recognized international standard, e.g.an ISO 9001 series quality management system standard, which covers inter alia the production and testing of compartments which shall be tested for compliance with the provisions of SOLAS Reg. II-1/10.
  2. The RO shall have experience with yards referred to in paragraph 1 above to such extent that the society finds the use of the provisions in IACS UR S14 Part B adequate for the purpose of ensuring the required tightness and structural strength of watertight boundaries.
