1. Purpose

1.1. The purpose of Instructions to Class (IC) 2-2021 is to provide instructions on tasks to be carried out by ROs when it has been verified that asbestos containing material (ACM) is present onboard Norwegian ships.

2. Application

2.1. IC 2-2021 shall apply to ROs’ statutory services with respect to ships registered in the Norwegian Ordinary Ship Register (NOR) or the Norwegian International Ship Register (NIS).

5. Background

5.1. In connection with the approval of the inventory of hazardous material (IHM) for the preparation of the Inventory Certificate , ACM may be identified and found to be present onboard Norwegian ships.

5.2. On some occasions ACM identified and found to be present onboard Norwegian ships may be in contravention with pertinent requirements adopted in Norwegian statutes.

5.3. When ACM is listed in the IHM, the company issued with the Document of Compliance (DOC) shall ensure that risk assessments are performed and documented.

5.4. ACM which causes an onboard exposure of 0.1 or more asbestos fiber per cubic centimeter air, shall be removed by a professional asbestos removal company.

5.5. The plan for the removal of ACM shall be documented.

6. Item

6.1. If ACM is identified in the IHM, the RO shall verify that relevant risk assessments have been carried out onboard.

6.2. If the exposure limit stated in paragraph 5.4 above is exceeded, the RO shall verify that an asbestos removal plan (AMP) is documented and present onboard.
