1. Please note, if abroad: Rules laid down in other countries which are fully in line with ILO Convention No. 152 are considered equivalent to the rules of these Regulations, cf. Sec. 1 (4).
  2. According to Norwegian regulations an authorized yard or workshop is approved by the Norwegian Maritime Authority to manufacture, inspect, test and certify cargo-handling appliances on ships and fishing vessels.  In order to obtain authorization, the yard/workshop must have a permanent employee or associate competent category A person, among other requirements, cf. Sec. 4 (1). Section 4 (3) about foreign yards does not mean that any person on a shipyard abroad are authorized to handle the certification of cargo-handling appliances. Please keep in mind that the most important part is that cargo-handling appliances on Norwegian vessels shall be certified in accordance with the ILO 152 which require that the certification is done by a competent person, among other requirements. In other words: Provided that the shipyard has a permanent employee or associate competent category A person, or some equivalent approval for a competent person according to ILO 152, the shipyard may be considered as an authorized yard.
