Deck Officer and Master Fisherman certificates

Information about Deck Officer Class 5–1 and Master Fisherman Class A, AB and B.

Certificate information

  • How to renew an expired certificate

If the certificate has expired, it can be renewed if you can document 12 months of seagoing service in a position where a certificate is required in the last 5 years at the time of application.

    Supernumerary capacity

A supernumerary capacity is a position on board that is not part of the minimum safe manning, for example an extra mate.

The re-training course and certificate test

The re-training course and certificate test serve as a refresher of the professional competence for navigators who have not sailed in a position requiring a certificate for a minimum of 12 months (360 days) in the last 5 years. By completing the re-training course, or the certificate test, you will also cover the requirement for ECDIS and BRM competence.

The 66-hour safety course is a refresher of safety competence for navigators who have not sailed in a position where a certificate is required for a minimum of 12 months in the last 5 years.

  • Anyone who has passed the course for D5, D4 or D3 can start systematic training. All questions about Webcadet should be directed to your training office.

Systematic training can be documented with a Webcadet or ISF cadet book.

You must, as a minimum, have a diploma for D5 before you start systematic training. At least four months (120 days) of seagoing service with systematic training must have been earned after the final diploma has been issued, for the certificate you are applying for.

For cadets in foreign shipping companies/on board vessels that do not fly the Norwegian flag:

    • The assessor must hold a Norwegian certificate (the nationality of the assessor is irrelevant) and a qualification document for assessor issued by the NMA. If you use an ISF cadet book, the assessor must sign for all assignments in "section 7".
    • Alternatively, the master or training officer's level of competence must be documented by a copy of the national certificate and any endorsement. In addition, an assessment must be carried out on a vessel that has an assessor with a Norwegian approval. If you use an ISF cadet book, the assessor must sign for all assignments in "section 7".

    Completion of ISF cadet book:

All instructors (supervising officers) who sign to confirm that you have completed the items on pages 40 to 89 of the book (section 7) must also complete page 12 or 13 "Designated training officers reveiw of training progress".

All items on pages 40 to 89 must be reviewed and signed before the book is submitted together with the application for a certificate. If the equipment is not on board, the item must be reviewed theoretically.

The pages where it says "additional for tankers" only need to be filled in if you are a cadet on a tanker.

The assessor and the instructor cannot be the same person.

If the person(s) signing as an instructor does not have a Norwegian certificate or Norwegian endorsement, a copy of their certificate must be attached to the application.

The instructor must at least be the holder of the certificate you are applying for.

Anyone who signs as "Designated training officer/In service assessor" must have a qualification document for assessor issued by the NMA. The assessor must also sign with his or her full name on page 12 or 13. Or page 14 or 15 if the person in question is the captain on board.

  • The initial issue of certificates of competence D5, D4 and D3 is without rights to operate.

In order to obtain a right to operate in your certificaate, you must register a new application on the basis of a minimum of 12 months' seagoing service earned in a position subject to a certificate after you were issued the certificate for the first time.

  • The D5 external examination does not cover all the training requirements for D5. You will therefore not be issued a diploma from the school/course centre, but a document confirming that you have passed the exam.

In addition to passing the external exam, you must therefore complete the following courses:

    • Basic safety training
    • Advanced safety training
    • Medical care
    • Navigation simulator (including BRM, ARPA and ECDIS). You can choose to only complete the BRM course, but then your certificate will be limited for ARPA and ECDIS.
  • You can document seagoing service in one of the following three ways:

    • The company reports seagoing service electronically
    • The shipping company confirms the seagoing service

The NMA is will not register seagoing service on individuals if this has not been done by the company.

Seagoing service for initial application for D5, D4 and D3:

We approve seagoing service as an able seafarer, fisherman, ordinary seafarer, seafarer apprentice or fisherman's apprentice earned in deck duty, which includes navigational watch, loading and unloading operations, safety maintenance and emergency procedures.

Seagoing service earned on a mobile offshore unit

Seagoing service accrued on a non-self-propelled mobile offshore unit is used to maintain the current certificate class.

Seagoing service accrued on a self-propelled mobile offshore unit is used to renew and apply for a higher certificate.

    Positions on mobile offshore units:

Seagoing service must be earned with the following job titles in order to be issued a certificate:

    • Control room operator (equivalent to the officer in charge of the navigational watch)
    • Stability section leader
    • Platform manager (equivalent to captain)
  • A Deck Officer Certificate has the same expiration date as the safety course at the time of application. That means that if your safety course is valid until 1 January 2030, your Deck Officer Certificate will have the same expiration date.
