Mapping ROC/GOC resources at training institutions
From 1 January 2026, the Norwegian Maritime Authority (NMA) will assume responsiblity for issuing ROC and GOC certificates from Telenor Kystradio. Ahead of this transition, a survey is being conducted to map resources at training institutions offering this training.
The NMA requests all affected training institutions to submit an overview of instructors with ROC/GOC competence and an overview of examiners/assessors.
This mapping will form the basis for evaluationg a model for conducting written and practical/oral examinations in collaboration between three institutions (exam school, assessor school and appeal assessor school).
Approval and further process
Existing approvals granted by Telenor Kystradio will remain valid after the transition, and audits will follow the current programme. Any applications for renewal audits must be submitted to the NMA after the transition.
International revision work is ongoing within the International Maritime Organization (IMO), which may eventually affect curricula and examination arrangements, but no changes are being made at this time.
