Consultation and implementation status for FuelEU Maritime

The Norwegian Maritime Authority is circulating for consultation proposed amendments to the Environmental Safety Regulations to implement two legal supplementary acts under the FuelEU Maritime Regulation. These acts are Commission Delegated Regulation (EU) 2025/192 on procedures for the accreditation of verifiers and Commission Implementing Regulation (EU) 2025/1127 identifying neighbouring container transhipment ports. The consultation closes on 17 October 2025.

Regulation (EU) 2023/1805 on the use of renewable and low-carbon fuels in maritime transport (FuelEU Maritime) entered into force in the EU on 1 January 2025. These legal acts have not yet been incorporated into the EEA Agreement and therefore do not currently apply in Norway.  

It remains unclear when the legislative package will be considered by the EEA Joint Committee, which decides on its incorporation into the EEA Agreement. It has also been indicated that implementation will require parliamentary approval in Iceland, meaning the provisions will not take effect under the EEA Agreement until the necessary Icelandic process is complete. 

Entry into force under the EEA Agreement is therefore not expected before 2026. Norwegian authorities are working to clarify the implications for Norwegian shipping companies operating within the EU. 

This consultation is being launched now to ensure that Norway remains on track to adopt all necessary regulatory amendments. The shortened six-week consultation period is due to uncertainty over the date of entry into force, as well as the fact that the provisions will be implemented through incorporation.
