Project Management of Newbuildings in the Norwegian Maritime Authority

When a newbuilding is reported to the Norwegian Maritime Authority, a project team will shortly thereafter be appointed to follow up on the project.

Project Team within the Norwegian Maritime Authority

The project team is headed by a project manager who, on behalf of the Norwegian Maritime Authority, holds the primary responsibility for coordination during the construction period. Together with the project manager, the team will consist of project members with subject-matter responsibility for the relevant vessel types (fishing vessels, cargo ships, and passenger ships), as well as inspectors from our local station. The builder will receive specific contact information for all project members as soon as the team has been established.

Construction of Vessels Abroad

In cases where construction takes place abroad, the Norwegian Maritime Authority will assess on a case-by-case basis whether inspections shall be carried out by our own inspectors or by inspectors appointed from a recognized classification society.

Project Plan for Newbuildings

Following an initial review of the project, both internally and with external stakeholders, a mutually agreed project plan will form the basis for progress in the newbuilding project. The project plan contains clearly defined milestones that have been agreed upon with the builder. Effective communication is essential to ensure compliance with the plan, and the Norwegian Maritime Authority will place strong emphasis on meeting the deadlines that have been agreed in advance.

Follow-up During the Construction Process

The necessity of project meetings during the construction process will be agreed upon in each individual case. The Norwegian Maritime Authority remains available for clarifications, and any required meetings will be arranged on a case-by-case basis through our project manager.

Evaluation of the Construction Process After Delivery

Once newbuilding projects are completed and the relevant certificates have been issued, the Norwegian Maritime Authority wishes to conduct an evaluation of the project together with the builder. The results of such an evaluation will be used to improve our processes, thereby strengthening our follow-up of future newbuildings.
