Adoption of zero-emission requirements for cruise ships, tourist boats and ferries in the World Heritage fjords
The Norwegian Government has decided to introduce zero-emission requirements in the World Heritage fjords, effective from 1 January 2026 for passenger ships of less than 10,000 gross tonnage, and from 1 January 2032 for passenger ships of 10,000 gross tonnage and upwards.

Additionally, the Government has determined that passenger ships may use biogas as an alternative fuel, and that the use of shore power will be mandatory where such facilities are available.
As a result of the Government's decision, the Norwegian Maritime Authority (NMA) has been mandated by the Ministry of Climate and Environment to establish zero-emission requirements for the World Heritage fjords.
Accordingly, the NMA, on behalf of the Government, is introducing zero-emission requirements for cruise ships, tourist boats and ferries in the World Heritage fjords, as part of the Regulations of 30 May 2012 No. 488 on environmental safety for ships and mobile offshore units.
