Apply for endorsement

All Aboard! Our new endorsement system is ready to set sail!

We have launched a new application system for endorsements, designed to make the process faster, easier, and more secure.
In the new portal, companies and manning agencies can complete applications, upload documentation, pay online, and track the status of each case in real time.

This guidance applies to our new application system

  • You can apply for an endorsement using the form on this page.

    To begin the application process, click "New application". In step 2, it is important to enter the seafarer’s email address, as this will be used for logging in to My Page for Seafarers. The electronic endorsement will be available and presented through this portal.

    It is possible to apply for more than one endorsement for the same seafarer within a single application.

    The shipping company and crewing agency can track all applications using the link above. This provides an overview of payment status, application status, and the Certificate of Receipt of Application (CRA).

    Important: Always select the correct organisation number when submitting the application, as the system uses this number to link applications and payments.


  • The Norwegian Maritime Authority now issues endorsements in electronic format . Endorsements in the new system is no longer produced in physical format. Electronic endorsements can be accessed and verified through My Page for Seafarers.

    Here you will find STCW.2/Circ.133 from Norway, confirming that certificates issued by the Norwegian authorities are now issued in electronic format.

  • The Certificate of Receipt of Application (CRA) is available on the application platform for both shipping companies and manning agencies.

    • A CRA is only issued for paid applications.
    • For applications submitted in the new portal, the CRA is normally generated automatically once payment is registered.
    • If you pay by card, the CRA is available within seconds.
    • If you choose invoice, it takes at least one business day before the invoice is issued. The CRA will only be generated after the payment has been received and registered, which may take a few more days.
    • For urgent cases, we strongly recommend paying by card.

    Please note: CRAs are not issued to masters from outside the EEA.

     

  • Manning Agencies

    • Log in with BankID or email (email is for users without BankID).
    • To represent a shipping company, you must be invited by them.
    • You’ll receive a code by email (valid 24 hours) to confirm access.
    • You can only see applications you submit yourself.

    Shipping Companies

    • Manage manning agencies under User management (menu, top right).
    • Add or remove agencies at any time.
    • Agencies receive a code by email (valid 24 hours) to activate access.
    • You can see all applications – both your own and those submitted by agencies on your behalf.

    How to get access.

  • A separate document for "Declaration of Competence" is no longer required as an attachment.

    This confirmation is now integrated into the application process and must be completed as part of the submission workflow.

    The company confirms that the seafarer has the necessary English language skills and knowledge of Norwegian maritime regulations during the application.

  • When submitting an endorsement application, you can choose between the following payment methods:

    1. Bank Card

    If the company pays by bank card, the transaction is processed immediately, and the application is registered within seconds.
    This is the fastest payment option and is recommended for time-sensitive cases.

    2. Invoice

    If you choose to pay by invoice, it will be issued automatically to the organisation number entered in the application.

    • If the company is registered for EHF (electronic invoicing), the invoice will normally be available within one business day.
    • Payments made via EHF are updated daily in the afternoon.

    3. Transfer to Organisation

    With this option, you assign the payment responsibility to a specific organisation.

    • You can only transfer to registered Norwegian organisation numbers, as issued by Altinn. 
    • The organisation must log in at betaling.sdir.no to complete the payment.
    • The application will remain locked until the organisation either completes or declines the payment.
    • The organisation can choose to pay by invoice or bank card.

  • Our average case processing time is currently up to three weeks, depending on the volume of applications. We therefore recommend that you apply well in advance of when the endorsment is needed.

  • In the new application system, it is not necessary for the seafarer to provide a photo or signature. This is not a requirement for electronic certificates.

  • For seafarers without an ID-porten account
    If a seafarer does not have an ID-porten account, they will receive an email from the Norwegian Maritime Authority (NMA) once the endorsement has been processed. Please follow these steps:

    1. When you receive the email, click the verification link to confirm your identity.

    2. Go to “Forgot password,” enter your email address, and click “Send instructions.”

    3. Create a new password and log in. (My page seafarer

    4. Select “Certificates and endorsements.”


    For seafarers with a D-number or Norwegian personal number
    If the seafarer has a D-number or Norwegian personal number, and the shipping company entered this information when applying for the endorsement, the endorsement can be viewed by logging in through ID-porten at https://sjofolk.sdir.no/.
    Please note that the application must be approved before the endorsement becomes visible.

Information About the Old Endorsement System (Altinn)

The old endorsement system (Altinn) is no longer available for submitting new applications. Please use the new system for all applications.

It is not possible to submit endorsements through e-mail.

It is still possible to submit additional information or documentation to applications that were already started in the old system. These applications will be processed according to previous procedures and issued in the same format as before the introduction of the new system.

 

All certificates must be issued in accordance with the STCW or STCW-F Conventions by countries with which Norway has an agreement.
