Scope
The regulations apply to any employee who is not covered by Norwegian social security schemes pursuant to statute or to a reciprocal agreement or by the social security Regulation of the EEA Agreement, Regulation (EEC) No. 1408/71, Article 14b, and who is employed on board ships registered in the Norwegian International Ship Register.
Maximum amounts of the guarantee
- NOK 500,000.
- Exemptions may be granted according to the following scale, provided the employees’ and employers’ organizations concerned agree to it:
a) total crew from 1 to 5 employees; NOK 250,000;
b) total crew from 6 to 10 employees; NOK 350,000.
- For ships classified under the Norwegian Maritime Authority’s vessel type code 5 B and 5 F, the guarantee for an individual ship shall be at least NOK 2 million
Requirements for the guarantor
Insurance companies licensed to carry out such business activity in Norway.
The Ministry of Trade and Industry may upon application permit other persons to furnish a guarantee for the whole or parts of the guarantee.

Guarantees of NOK 250 000 or NOK 350 000
The following forms must be sent to the Department of Ship Registration:
KR-0017 Declaration from the owner
KR-0018 Consent from the employer / employee unions.

Is the ship without crew?
The owner completes declaration KR-0015 (Norwegian only) and sends it to post@nis-nor.no. The original is not to be forwarded afterwards.
Does the crew consist of EEA nationals only?
KR-0016 (Norwegian only) must be completed by the owner and sent to post@nis-nor.no. The original is not to be forwarded afterwards.
