This circular, which repeals NIS Circular No. 1/2004, applies to equipment to which Directive 2004/108/EC of The European Parliament and of the Council applies.

NIS:  Norwegian International Register
NOR: Norwegian Ordinary Register

Equipment: Any apparatus of fixed installation

EMC: Electromagnetic compatibility

4. This is to certify

That compliance with the EMC requirements as set out in Council Directive 2004/108/EC, are satisfactorily demonstrated through the declaration of conformity as required by paragraph 6 of the regulations relating to Maritime Electrical Installations (see item 3, litra b, above).   Reference is also made to paragraph 29 of the same regulations.
