1. Purpose

1.1 Instruction to Class (IC) 2-2019 rev.1 expands on the authorizations adopted pursuant to the Agreement of 1 June 2002 between the Ministry of Trade, Industries and Fisheries and Recognised Organisations (RO) (the Agreement) articles 2.2 and 2.3.

2. Application

2.1. IC 2-2019 rev.1 applies when an existing previous foreign ship is entitled to fly the Norwegian flag.

3. Definitions

3.1. Existing ship: A ship which is not a new ship

3.2 Offshore support vessel: A cargo ship that shall be engaged in the safety zones of oil platforms or operate in the close vicinity of other offshore structures in the open sea.

5. Background

5.1 Plans required by conventions and associated international instruments (instruments) document inter alia operational practices to be carried out by a ship’s crew complement.

5.2 When authorized by the Norwegian Maritime Authority (the NMA), ROs approve relevant plans so specified by the instruments. In conjunction with change of flag, plans approved by or on the behalf of an EEA-administration or by a classification society which is a member of the International Association of Classification Societies (IACS), need in principle no re-approval.

5.3 Offshore support vessels, irrespective of gross tonnage, operating in the safety zones of mobile offshore units or fixed offshore structures, shall comply with the damage stability requirements adopted in Regulations 1 July 2014 No. 1072 on the construction of ships, section 3.

6. Repeal

6.1 IC 2-2019 rev.1. supersedes IC 2-2019.

7. Item

7.1 Save for the instructions in paragraphs 7.2, 7.3 and 7.4 below, the plans set out in annex I need no re-approval in conjunction with change of flag, when:

7.1.1 the ship after change of flag is operated by the same entity which operated the ship prior to change of flag and the Document of Compliance (DOC) is issued either

7.1.1.1 by or on the behalf of an EEA-administration, or

7.1.1.2 by an RO which is a member of IACS.

7.2 Stability and damage control plans for offshore support vessels and vessels designed for towing, registered in the Norwegian Ordinary Ship register, shall be submitted to the NMA for verification, consideration and re-approval, ref. paragraph 5.3 above.

7.3 Stability and damage control plans for offshore support vessels and vessels designed for towing, registered in the Norwegian International Ship register, shall be verified, considered and approved by the RO, ref. paragraph 5.3 above.

7.4 Plans which refers to or which are based on exemptions or equivalent solutions approved by the losing flag, shall be forwarded to the NMA for its consideration.

7.5 Plans, for which re-approvals are not required, ref. paragraph 7.1 above, shall be stamped to identify that subject plans are accepted on the behalf of the NMA.
