As a main rule, Norwegian legislation requires that ships covered by the ISPS Code call at port facilities approved by the Norwegian Coastal Administration.

Ships that must call at a port which is not approved by the Norwegian Coastal Administration have the following options:

  • Call at a nearby port facility that has been approved.
  • Request the port facility to apply for permanent approval to the Norwegian Coastal Administration if more ships holding an International Ship Security Certificate are likely to call. 
  • Request the port facility to apply to the Norwegian Coastal Administration for permission to receive a single call and then complete a DoS. 

The DoS is a bilateral page security agreement reached between a vessel and a port facility or between two vessels, specifying the security measures each will implement.

For the vessel, the agreement may be entered into by the captain or Ship Security Officer (SSO), and for the Port Facility Security Officer (PFSO) or another qualified person designated by the Norwegian Coastal Administration as the responsible person on shore. 

A DoS shall, as a minimum, be kept on board for the last 3 years and the last 10 ports of call.
