Given the recent development in the areas in and around Libya and Yemen, the Norwegian Maritime Authority have decided to give the following instructions to SSO and Masters on board Norwegian flagged vessels:

- Vessels in Libyan waters are strongly advised to consider implementing security measures as described in their SSP as if the vessel had been operating on MarSec level #2 while in Libyan waters. Updated security and threat assessments are necessary when considering port calls.

- Vessels in Yemeni waters are instructed to raise the security level to MarSec #3 if scheduled to arrive the port of Hodeidah, Balhaf and the terminal Ash Shihr in Yemen until further notice.

- As per instructions given by NMA on 01st of September 2011 (also linked in this document at the bottom), Norwegian flagged vessels are to maintain MarSec level #2 as described by those boundaries given there.

The situation in both affected areas are constantly changing, and Ship owners and Masters are encouraged to follow the development through NSA Contingency Planning Secretariat closely, if vessels are scheduled to arrive any ports in the mentioned areas. NMA will evaluate this situation closely, and any changes will be immediately updated through our newsletter for Maritim Security.
