MLC and the changes to the Norwegian regulations implementing the Convention, will enter into force on 20 August. A great number of shipowners have worked hard to finish all certification in time. Response from the industry  does however indicate, that not all have finished the process.

Norwegian practice until 20 August 2014

The Norwegian Maritime Authority would like to call attention to the fact that Norwegian practice (pursuant to ILO Resolution XVII) will in the period until 20 August 2014, be not to sanction those Norwegian vessels or foreign vessels in Norwegian ports, that have started but not finished the certification process. This practice will apply provided that we do not identify violations to the convention. This is in keeping with recommendations from Paris MOU, and is expected to be put into practice all over Europe. These recommendations are however, not binding and we have received signals that Spain will detain vessels which are not certified within 20 August 2013. 

We point out that practice here is entirely up the individual coastal state. In order to avoid unnecessary complications in connection with Port State inspections, it is important to complete certification as soon as possible.
