1 Purpose
1.1 IC 3-2014 rev.3 lists the status with respect to NIS/NOR Circulars and IC which are revoked, repealed or currently in force as per. 1 October 2020.
2 Application
2.1 This instruction applies to ships for which ROs are authorized to carry out statutory audits, surveys and inspections and issue relevant statutory certificates.

5 Background
5.1 Instructions to Class expand on the authorizations adopted pursuant to the Agreement of 1 June 2002 between the Ministry of Trade, Industries and Fisheries and Recognised Organisations (RO) (the Agreement) articles 2.2 and 2.3.
5.2 Instructions to Class may be adopted by the NMA in order to:
5.2.1 Inform ROs of IMO guidelines and interpretations which the NMA considers mandatory
5.2.2 Convey interpretations which departs from UI, ref. the Agreement paragraph 3.4
5.2.3 Establish interpretations where no UIs exist.
6 Item
6.1 IC 3-2014 rev.3 supersedes IC 3-2014 rev.2.
6.2 Table 1 lists revoked or repealed NIS Circulars and Instructions to Class.
